"Pictures are a serious thing. If there are pictures, it means that they prove something. But I would like to draw your attention to the fact that it was not Russia's actions that led to the escalation in Ukraine, but the coup of 2014, which was primarily supported by the United States. [...] And then we were deceived for eight years when they talked about wanting to resolve the conflict in Ukraine by peaceful means through the Minsk agreements," Putin said, repeating his repeatedly proclaimed theses.
A journalist from the U.S. broadcaster NBC News asked Vladimir Putin about satellite images showing the presence of North Korean troops in Russia.
“There's Article 4, and we've never had any doubt that the North Korean leadership takes our agreements seriously. But what we do and how we do it is up to us under that article. First of all, we need to conduct proper negotiations on the implementation of this Article 4, but we are in contact with our North Korean friends and we will see how this process will develop.”

Turning to relations with North Korea, Putin recalled that on October 24 the State Duma (the lower house of the Russian parliament) ratified the Strategic Partnership Agreement with North Korea:

"If one of the parties is attacked by a state or group of states and thus finds itself in a state of war, the other party shall immediately provide military and other assistance by all available means in accordance with Article 51 of the UN Charter and the legislation of the Russian Federation and the Democratic People's Republic of Korea."

The wording of Article 4 of the Russian-Korean treaty was recalled by the independent Russian portal Meduza:

Ukrainian military intelligence today confirmed the presence of North Korean soldiers on the front line. For the time being, however, they have only been transferred to the Kursk region, where a Ukrainian operation has been underway for more than two months.
