Morawiecki will take over the reins of the European Conservatives and Reformists (ECR) party from Italy’s premier, Giorgia Meloni.
Morawiecki’s Law and Justice (PiS) party—the main opposition in the Polish parliament—and Meloni’s governing Brothers of Italy are the two major forces within the ECR, which itself is the fourth-biggest grouping in the European Parliament.
At an event near Rome in December, Meloni announced that she was stepping down as ECR leader and threw her weight behind Morawiecki, who served as Poland’s prime minister from 2017 to 2023.
A senior PiS figure in Brussels told Polish state news agency PAP that his appointment would be confirmed on Tuesday.
While Morawiecki will be able to wield influence over the diverse coalition of Euroskeptic and conservative parties under his nominal control, one member of the group told the Politico news website that he expected little internal change.
Fernand Kartheiser, an MEP from Luxembourg and member of the ECR’s board of directors, said he expected Morawiecki’s presidency to act as a platform for PiS’s interests in Brussels ahead of its campaign for the Polish presidential elections in May.
Poland is taking center stage in EU politics in 2025. At the beginning of the year, it took over the rotating presidency of the European Council from Hungary, giving its coalition government, led by center-right PM Donald Tusk, a significant say in international affairs.
Tusk has used the presidency so far to call on the continent to step up security measures and back Ukraine in its war with Russia.
It was reported last year that Morawiecki was in the running to become PiS’s candidate in Poland’s presidential elections, set to take place this May, and his new role as ECR chief has been described as a consolation prize for missing out on the nomination.
The ECR role may also provide the ex-PM with a platform to boost his chances of eventually becoming PiS’s leader on the domestic front. He has, however, been implicated in a number of controversies that occurred when he was in power in Warsaw, including a so-called postal voting scandal surrounding the 2020 presidential elections and a cash-for-visas affair, both of which are under investigation.
Speaking to PAP in December, Morawiecki said his priority as the ECR group’s leader would be to advocate for the reindustrialization of Europe and for tightening up the EU’s public spending.
