During a press conference held in the Sejm on Wednesday, Szymon Hołownia disclosed that he had obtained a transcript of the Constitutional Tribunal’s decision from April 17. This decision concerned an application to summon Adam Glapiński, the head of the National Bank of Poland (NBP), before the State Tribunal.

The new pro-EU government seeks to bring Glapiński before the tribunal for what it sees as politicizing the NBP. He is accused of breaking constitutional rules with a bond-buying program and misleading the finance ministry. Glapiński, whose mandate expires in 2028, could lose his job and, possibly, be banned from running for office or holding managerial positions.

In an unprecedented move, the Constitutional Tribunal, Poland’s highest court for constitutional matters, intervened to block the motion for Glapinski to appear before the State Tribunal, which handles cases involving high-ranking officials.

Critics argue that the Constitutional Tribunal exceeded its jurisdiction in an attempt to shield a party colleague.

Hołownia echoed these concerns, asserting that the Constitutional Tribunal had overstepped its bounds by trying to halt the proceedings in the Sejm.

He characterized this action as a “self-preserving” provision, stating that according to it “neither the Speaker of the Sejm, nor the Sejm itself, nor any committees, nor anyone in this building has the authority to interfere with or take action on the application for a State Tribunal for Adam Glapinski.”

Hołownia also indicated that the Sejm’s Office had conducted thorough legal assessments of the Constitutional Tribunal's decision and emphasized that the Tribunal had “clearly exceeded its authority” in issuing the ruling.

Furthermore, he confirmed that the decision of the Constitutional Tribunal would not be implemented and assured that the motion to summon the head of the NBP before the State Tribunal would be handled in accordance with legal norms.
