According to the government, the new resolution to be introduced for 2025-2030 is intended to create transparent and safe rules for immigrating to Poland while maintaining state control over the process.
Posting on X, Tusk said: “‘Regain control. Ensure security,’ meaning the migration strategy has been adopted. It was a tough decision, but it was much needed and expected.”
The main aspects of the strategy include access to the territory of Poland, access to state and international protection, access to the labor market, migration for the purpose of obtaining education, integration into the Polish society, citizenship and repatriation, and maintaining contact with the Polish diaspora abroad.
A cabinet post said there are currently about 2.5 million foreigners in Poland who intend to stay in the country long-term.
It added: “In a short time, Poland changed its status from a country from which people emigrate to that of a country to which people immigrate.”
But referring to the post, MP Anna Maria Żukowska, chair of The Left party in the lower house of the parliament, said the new act was unconstitutional:
“The prime minister did not consent to our amendments regarding inscribing the requirement to obey the constitution into the strategy.
“When it comes to the planned legislation, our position remains the same.”
Lower house speaker Szymon Hołownia, one of the two co-leaders of the centrist Third Way political alliance, said that the strategy had not been consulted with junior coalition partners.
According to Tusk, however, the right to asylum has been used against its spirit by the likes of Aleksandr Lukashenka, Vladimir Putin, and people smugglers.
Tusk said that he would demand the EU accept Warsaw’s decision, and added that the Polish government would not respect or implement European ideas that undermine Poland’s security, such as the EU migration pact.
The comments prompted further outcry from human rights organizations, among them representatives of the Helsinki Foundation for Human Rights, who deemed it “unacceptable” and in violation of the Polish constitution and international treaties.
