The accord, sealed in Lisbon on Tuesday, saw the signatures of Ukrainian President Volodymyr Zelenskyy and Portuguese Prime Minister Luis Montenegro.

The comprehensive agreement, as outlined by Portugal's head of government, encompasses political, military, economic, trade, and scientific cooperation, with provisions for potential extension beyond the initial 10-year term.

Montenegro thanked Ukraine for the example it is setting to the world in its fight for independence, adding that he “salutes the Ukrainian people.”

“When Russia attacked Ukraine in February 2022, we thought this war would last only a few weeks. However, this did not happen (...) thanks to the determination of Ukrainians to defend their country,” said Luis Montenegro.

Montenegro disclosed Portugal's commitment to provide military aid worth €126 million to the Ukrainian army in 2024. He underscored Lisbon's previous support, including the provision of Leopard 2A6 tanks, UAV systems, and M113 armored vehicles, since the onset of the conflict.

“Portugal is also part of the F-16 coalition, the international coalition for maritime capabilities, and joint programs for the procurement of large-caliber ammunition conducted by the Czech Republic and the European Defence Agency,” added Montenegro.

Thanking the Portuguese authorities for military support, the President of Ukraine also expressed gratitude for Lisbon's announcement of sending its representatives to conferences in Germany and Switzerland in June. The first will concern the plan for the reconstruction of Ukraine, and the second actions towards ending the war.

"Please, do not get tired of this war," added the Ukrainian President.

Zelenskyy also gave thanks for the training of Ukrainian F-16 fighter pilots by the Portuguese army. He explained that he expects further support in arms supplies from Portugal and other allies.

He added that Ukraine particularly needs missile defense systems, drones, and armored vehicles at the present moment.

“We also count on support in clearing the areas in our country, as Ukraine is completely mined,” said Volodymyr Zelenskyy.
