Ukrainian President Volodymyr Zelenskyy said on the Telegram messaging app that there had been extensive damage to energy facilities. He mentioned targets in the capital, Kyiv, as well as in the eastern city of Kharkiv and the Black Sea port of Odesa, as well as in western regions.

Zelenskyy also called on Ukraine’s Western allies to send long-range weapons and allow the country to use them to strike the sites inside Russia that the attacks are coming from.

“Ukraine must not have restrictions on the range when terrorists have none,” he said. “Defenders of life must have no restrictions on using weapons."

Local authorities reported that at least six people had been killed nationwide in the attack aimed at targets in 15 regions. A senior military official in Kyiv said 15 missiles and 15 drones had been shot down over the capital. In the early afternoon on Monday, military officials told Kyiv residents to head back to shelters as more drones were heading for the city.

Prime Minister Denys Shmyhal said Moscow had used not only cruise missiles and drones but also Kinzhal hypersonic missiles, which are more difficult to defend against, the BBC reported.

The British news service also said that water facilities were targeted as well as energy infrastructure. Russia’s military confirmed that “high-precision weapons” were used to strike “important energy infrastructure,” supporting Ukraine’s “military-industrial complex” the BBC cited Russia’s Interfax news agency as reporting.

The attack comes three weeks into a Ukraine incursion into Russia’s Kursk region, for which Vladimir Putin has vowed a stern response. On Monday, the Kremlin’s spokesman, Dmitry Peskov, confirmed that the strikes were in retaliation for Ukraine’s incursion into Kursk. He added that: “the topic of [ceasefire] negotiations with Ukraine has pretty much lost its relevance".

Russia has repeatedly targeted Ukraine’s energy grid, causing blackouts and shortages ahead of winter. As a result of the latest assault, the national energy company Ukrenergo said it had to reduce electricity transmission to stabilize the national grid.
