Addressing MPs on the 1,000th day of his country’s war with Russia, Zelenskyy said: "We are not trading Ukraine's sovereignty, security or future. We will not give up our rights to any part of our territory.”
The ‘Internal Resilience Plan’ forms a complement to Zelenskyy’s ‘Victory Plan,’ which he presented to allied countries’ leaders earlier in the year.
The new plan is aimed at ensuring stability and focuses on national unity—including the creation of a ministry of unification—the front-line situation, arms, finances, energy, security, communities, human capital, cultural sovereignty and veterans.
Other aspects provide for veteran welfare and financing measures, including deregulation, insurance against military risk and greater protection for businesses.
One opposition MP told the Kyiv Independent that the plan’s elements were “generally correct” but that "the biggest problem is the financial resources to implement the points of the plan."
During his speech to Ukraine’s unicameral house, the Verkhovna Rada, Zelenskyy also said Ukraine would not be used “in election battles in Europe.”
“No one will win at Ukraine's expense,” he said.
The president also told the house there is no alternative to NATO membership for any country in Europe.
