The drone targeted a so-called marshrutka, a minibus used in Ukrainian cities for urban transportation.
“Currently, 11 victims are known to have been injured. Three people suffered fatal injuries. Eight were taken to the hospital,” Oleksandr Prokudin wrote on the Telegram messaging app.
“Today Russia once again showed its true face. On the anniversary of Ukraine's independence referendum, the enemy once again struck civilians, dropping explosives on a marshrutka,” he added.
Russian forces withdrew from Kherson city in late 2022 but have regularly attacked the regional capital with artillery and drones from the other side of the Dnipro river.
