The Hungarian presidency of the Council of the European Union, which commenced on July 1st, 2024, has sparked considerable debate regarding its potential impact on EU decision-making and to discuss this subject TVP World invited Jakub Janda, director of the European Values Centre for Security Policy.

Janda expressed skepticism in regard to Hungary’s pledge to act as an impartial mediator, saying it was the “best supporter of Russian terrorists inside of the European Union.”

He cautioned against Budapest’s potential to disrupt EU initiatives, particularly those involving Ukraine, through bureaucratic delays and agenda-setting tactics.

Reflecting on Hungary’s ability to balance national interests with EU obligations, Janda said that the current Hungarian government's actions align more with Russian policies than EU mandates.

He added that Hungary’s controversial stance on issues like sanctions and support for Ukraine poses a challenge to EU unity.

Janda also addressed Hungary’s domestic political landscape under Viktor Orbán, noting concerns over media control and manipulated democratic processes. “The Hungarian state de facto controls most of the main media directly or indirectly,” he said.

He mentioned the rise of nationalist alliances within the European Parliament, such as ‘Patriots for Europe,’ which he warned could consolidate pro-Russian voices and challenge mainstream EU policies.

Looking forward, Janda predicted continuity in EU foreign policy despite Hungary’s presidency. However, he cautioned that divisions between conservative factions and centrist EU policies could deepen, exacerbated by Hungary’s potential obstructionism.

Hungary will hold the presidency until the end of December 2024.

Jakub Janda is a top expert in European policy on Russia and China, specializing in countering hostile influence. He advises the Czech Armed Forces and has briefed over 20 countries. Janda has also testified before the U.S. Congress, NATO, and the European Parliament.
